Manuel A. Rosales Appointed as New President of
Caribbean Central American Action

Washington, D.C.–Caribbean Central American Action (CCAA) announced today that Manuel A. Rosales was appointed the organization’s new President. CCAA is a non-governmental organization that promotes private sector-led economic development in the Caribbean Basin.

Mr. Rosales joins CCAA after serving as the Assistant Administrator for the U.S. Small Business Administration’s (SBA) Office of International Trade. At SBA, Mr. Rosales served as the SBA Administrator’s principal advisor on international trade, educational and technical assistance, risk management and finance programs designed to assist U.S. small businesses in the international marketplace.

Before joining the SBA, Mr. Rosales successfully operated his own financial services company, Inter-American Financial Services. The company specialized in providing small businesses and individuals with financial-planning products and services.

Mr. Rosales has a long career in banking and finance. He has served as Vice President of the Bank of California. He was also Vice President for Shareholder Relations at the Capital Preservation Fund (now known as the Benham Capital Management Group), the nation's first money market fund where he managed a portfolio of $5 billion with a client base of more than 350,000 shareholders. His assignments with Benham included spearheading projects that created Benham's California Tax-Free Fund and Capital Preservation International Fund. He also oversaw the International Fund in Latin America as managing director.

In 1992 Mr. Rosales was elected chairman of the California Hispanic Chamber of Commerce, where he served five years. Mr. Rosales was also twice-elected to the U.S. Hispanic Chamber of Commerce, where he was instrumental in providing national forums for small business issues and expanding opportunities for Hispanic-owned businesses internationally.

Mr. Rosales replaces Federico Sacasa who served as Executive Director of CCAA from 2002-2005 and recently as President from 2005-2007. Mr. Sacasa will continue to be an active member of the organization, serving now as a Vice Chairman of the Board of Trustees.
