PANEL I: The State of Energy Security in Central America
Our economies can only grow and become competitive when they are assured of secure energy supplies. What are the current trends and developments in sourcing petroleum and natural gas, harnessing renewables, power generation and distribution? Are we secure in our energy policies and infrastructure? What are the current and future demands from business and industry?
Moderator: Noemi Castillo, Universidad Interamericana de Panama (C)
Discussants: Teofilo de la Torre, ICE Costa Rica (C); Carlos Roberto Perez, SG-SICA (I); Edwin Solares Rodas, Duke Energy (C); Marcelo Valenzuela, Inter American Development Bank (C) |

PANEL II: The Need for a Comprehensive Energy Strategy
As a region that is net dependent on foreign sources of energy we face similar challenges to future growth. On a country to country level we follow different strategies when it comes to energy negotiations with supplier partners, investment in developing the energy sector and tapping into new renewable resources. Is there a role for business investors? Is it time for a comprehensive regional energy strategy? What would be the benefits and the costs of such an approach?
Moderator: David Lewis, Manchester Trade (I)
Discussants: Silvia Alvarado, Globeleq (C); Salvador Fabian, GE Energy (I); Fernando Lecaros, World Bank (C); Vahid Sadeghpour, Cutuco Energy (C) |

Keynote Address: Manuel Jose Paredes, Acting Minister of Commerce and Industry, Government of Panama (C)
The role of Panama in the energy security of the Central American region and the focal part that Panama plays with respect to its growing energy infrastructure storage capacity, foreign investment and the expansion of the Canal. Also, the future strategies of the Panamanian government for increasing and improving the energy supply through partnerships in oil, gas and renewables. |
| 2:00 – 3:15 PM |
PANEL III: FOSSIL FUELS – THE BRIDGE TO THE FUTURE
In the foreseeable future fossil fuels will continue to be the backbone of Central American energy supply and the primary energy source. With this reality, what steps are being taken to make the supply side more cost efficient, reliable and less environmentally degrading? Have governments facilitated increased efficiency by reviewing regulations, policies and standards? How have energy supplies, distributors and generators implemented efficient practices?
Moderator: Arturo Condo, INCAE (C)
Discussants: Alfredo Fernandez-Sivori, Exxon Mobil (C); Leobardo Gonzalez, Shell El Salvador (I); Juan Carlos Posadas, CEAC (C); David Taylor, Halcrow (C) |
| 3:15 – 4:30 PM |
PANEL IV: STRATEGIES FOR INCREASING ENERGY SUPPLY
Increasing the supply of energy has been a challenge to many developed and developing nations worldwide. In meeting this challenge some have been more successful than others. Approaches vary in part due to economic conditions, rate of development and political goals. But are there models, such as that of Japan and others that the Central American region can now learn from and adopt to meet our increasing energy needs? Can local investors and entrepreneurs play a role?
Moderator: Jose Gabriel Miralles, AMCHAM Panama (C)
